From what I've read, all the CGI (of which there was a fair bit) was done in the standard TV resolution of the time. To do a bluray, they'd have to go back and re-render all the effects from scratch.

Which would be fine - but they don't have the data, both the companies that did the CGI have since ceased to exist and it wasn't kept anyway :-(

So, they'd have to recreate all the models etc, then recreate all the scenes, I think that's why it's considered prohibitively expensive.
