I already posted this in another other thread we had regarding Rhino's FLASHBACK series, but you figured it out already. Basically, its just a "Budget" line of re-issued albums, nothing more. Had they actually been re-mastered, you can bet full well they'd have stickers or markings saying so, and the price would be likely double, too.

This is just another marketing tactic the record labels have been taking lately, as Sony and UNI have been doing it as well, where they are re-issuing CD's that had gone out of print, but at a cheaper price. It's mainly a way to keep people buying the CD's new, at a cheaper price than they would having to buy them used on the secondary market (i.e. E-bay and such).
