Deffo don't send the letter you don't know whether the parents are very strict muslims or not and what the repercussions could be for her. Having had a few muslim female friends over he years I know some of the really orthadox ones treat daughters in a quite frightening way.

Why not sit him down and treat him like an adult. Explain to him what the repercussions could be and also that she is very young to be having a relationship other than one as friends. Also yes monitor his internet access so that you can see what is going on and make sure that it stays an innocent relationship.
