Good points. Just doing a little research I'd forgotten that Hagar officially left Van Halen almost to the day, a year after they appeared at Wembley with Bon Jovi. 26th of June 1996 was the announcement from VH so things must have already been wobbly during the Wembley gigs in 1995.

Timing was terrible for VH momentum in the UK.

What I think is critical is that Van Halen have never played in the UK since 1995!!! Not once! So Hagar returning to tour the UK 30 years later was unlikely to have multiple generations of Brits all going wehey and buying tickets!!
