I agree that he's singing better now than ever, especially with his ad-libbed parts. Honestly, I think Bobby in his prime (up through Toto IV) was a better singer. Bobby was certainly a more natural sounding soul singer, and he did songs like You Are the Flower or Waiting For Your Love better than Joseph would. But I also think that Williams contributed much more as a writer, and he was a better lyricist too. He also seems to fit better with the guys culturally . . . and is a better "hang." The new DVD is my favorite that I've seen from them. Very inspired.
