The value of a song is now 99 cents or less
Red box has made movies also valued at a buck.

I think now that we have moved the value of these art forms and relegated them to dollar store value in the eyes of the majority it will be a long time (if ever) to bring it back too where people will see it as a piccaso/monet and seek it willing to pay fair amounts.

Also everyday there is more and more music available with each new release so today there is probably hundreds upon thousands new options so it gets less and less likely you will sell big numbers.

The supply is as high as ever so those who know the law what happens to demand.
These two factors are huge in my mind.

It would take a new evolution of some kind of media like MTV was to see any type of growth let alone an explosion like we saw in the 80's.
Maybe if a head banger becomes president......
