Yep, I've thought the same - maybe some bands just aren't interested in releasing live product although I suspect it may not be as cheap as you think and as has already been stated, it isn't cost effective.

The two bands I'm really surprised haven't released a live DVD/Blu-ray from recent tours are Van Halen & Def Leppard. I'm glad Leppard are rectifying this with the Hysteria package - should be good.

As for the bands you mentioned, some of them of course released Home Videos/Laserdiscs back in the day. WASP's "Live At The Lyceum" is a classic, Night Ranger released three shows in the '80s "Japan Tour '83", "7 Wishes Tour" and "Japan In Motion" and there's a great Loverboy show from Vancouver in '82 - these are all readily available on DVD in trading circles.
