A bit of an exaggeration here mate. Pre Perry they were playing non commercial stuff like prog/fusion/"early stoner" and post Perry the music industry was looking the other way.
Bad English had a number 1 hit, an accomplishment Journey didn't have until the modern day success of DSB.
This the commercial part of it, as for the artistic part, there are people e.g. supporting the opinion that Journey played quality stuff only in the first 3 records and then they turned into bubblegum rock. There are many extreme opinions, it is easy to find.
Especially Neal Schon is not a musician to be left out so easily and the other members have achieved things, not to mention that Cain was a huge part of the commercial success.
Perry for me is the greatest voice in rock history, he brought interesting ideas in the rock world like injecting Sam Cooke into rock and the rest is history that no one is denying of course.
