Hold on, you´re talking about two different bands here. Steeler 1983 in LA did indeed feature Yngwie and Ron Keel. They released one eponymous album which was the first to display the undoubted talents of the inimitable Swede and features two songs which I love: Cold Day In Hell and Hot On Your Heels, the latter of which is regarded as something of a shred classic.
The other Steeler began somewhere in the mid 80´s and initially featured Axel Rudi Pell, later solo. I don´t know much about them but I believe they continued for quite some time after Pell left. If people on this board can´t answer your question, you could try visiting the Power Zone Perpetual Motion board. They are pretty clued up on this sort of stuff.
