Similarly, programs such as Xing Audio Catalyst, and Steinberg Wavelabs, will "Normalise" .wav files (not sure about mp3s) to a 'given' loudness (say 98%)- it will drop louder songs and raise softer songs - and this will ensure all .wavs are the same level - then you have to mp3 encode them...
