Europian/American MHR??

When Andrew mentioned about Fair Warning he implied there's great difference between Europian MHR style and American MHR style. I am not so familiar with Europian rock but I feel Fair Warning is more close to American AOR than German or Scandinavian rock bands. What is the crucial difference between American and Europian rock? I am a bit confused...
