Well, to help clarify this with what I know.
.ca addresses are generally for government entities and non-commercial organizations including universities and such whereas .com and .net have different connotations which are usually linked to commercial entities.
There is actually a set of rules for the 3 classes. I'm sure an internet FAQ will exist on IP Addressing that clarifies this.
The point being, at least in North America, .ca is not the exlusive identifier for Canadian sites.
