Yes and no.

Andrew's stats do differentiate Canada from the US, however I very much suspect that some Canadian ISP's are using .com/.net domains for their dialup ports (something that is known to happen here in Australia also).

I'd suspect this is quite common for Canadian ISP's buying wholesale dialup ports from US based companies (who have Canadian POP's, but are primarily US based).

Australia's largest ISP often presents itself as a '.net'...
