The only year I thought that it could possibly be is 1987. The Whitesnake S/T album, Bon Jovi's presence, Van Halen, and the emergence of many new bands. This was probably the peak of Hard Rock's popularity.
But then I broke it down by albums and their release date. And I saw that only four albums that I really consider "classic" came from that year.
So here are my suprise favorites:

1990:
Deep Purple-Slaves and Masters
Cinderella-Heartbreak Station
Black Sabbath-Tyr
Baton Rouge-Shake Your Soul
Lynch Mob-Wicked Sensation
Tesla-Five Man Acoustical Jam
Riverdogs-S/T
House of Lords-Sahara


1992:
Giant-Time To Burn
Hardline-Double Eclipse
Lynch Mob-S/T
Saigon Kick-The Lizard
Tony Martin-Back Where I Belong
Yngwie Malmsteen-Fire and Ice
House of Lords-Demons Down
Alice In Chains-Sap
