As Le Rocker Chic has mentioned, Jones Beach isn't the best venue to see a show at. Sure, its on beautiful Long Island (where I grew up, by the way) and if its a nice night nothing is better than hearing classic tunes with the soft warm breeze from the ocean stirring your hair. I have a very fond memory of seeing Styx there, it was fabulous.

However, if its cold and rainy, its miserable - I've also been there for this, and the shows are rain or shine. There are NO seats with shelter and even if there were you couldn't get one now since the tickets are already on sale. They sell out FAST. They recently renovated the venue and added seats ALL the way on the sides, which are horrible - don't buy them. You are so far over you can only see the speakers, the band isn't entirely visible around them. If you're gonna do that you might as well get a cooler full of beer and hang out on the beach and listen for free (but don't let the cops catch you). If you must sit further back but be in the center, choose that.

Getting there is difficult without a car, yes. You can take LIRR (train) to the Freeport station and then a bus to the concert itself. Check out for the schedule.

Getting to PNC is easier - I think New Jersey Transit has busses running from Port Authority in Manhattan down there, you'd have to call them or email on their website to check the details on that.
