The whole concept of Portrait was a nice thought - on paper. More than anything, it was a very half-assed attempt. They should've never signed any of these washed up 80's bands and started fresh with the likes of Neve and Mars Electric and made it a cool, hip, new thing. The latter probably never stood a real chance because Portrait had failure written all over it - thanks to crap from Ratt, etc. - by the time those bands came out. Portrait was never anything but a personal playground for Kalodner anyway, something he was given to occupy his time between A&Ring Journey and Aerosmith. The suits probably said to themselves, "let's give JK a bit of a budget and see what happens. If @!#$ takes off we look like Einsteins - if not, it's just another tax writeoff." Maybe Sony was even interested in Portrait's failure to a degree because it was a way to clip Kalodner's wings whose meal ticket hinges on the success of Journey and mostly Aerosmith. If the latter ever tank, Kalodner can start filling out applications at Burger Rat and McDogmeat's.
