It's a simple question of language

Ask Neal Schon what he is and he'll mostly likely tell you he is a musician, despite the fact that he is a songwriter and occasional singer as well.

Ask Diane Warren, who sings and plays piano, and she'll tell you she is a songwriter.

Celine Dion will claim to be a singer.

Yes, the voice is an "instrument" and I don't think too many people will argue that singers work just as hard at perfecting their craft as any other "musician", but the simple truth is a singer is a singer, a musician is a musician, and a songwriter is a songwriter. Generally if somebody does all of the above they will quantify themselves as a "musician" because it's a more acceptable catch-all. But if they are clearly focused on one aspect over the others, they're going to fall into that specific category.

I look at it this way... if somebody who didn't know Steve Perry met him and asked him what he did, he might reply "I'm a musician."

The person would most likely respond with, "Oh really? What do you play?"

At this point Steve would need to clarify by saying, "Well, I don't actually play anything, I'm a singer."

Yeah, the voice is a beautiful instrument, but no one ever says "Man, you play your throat really well. You're an excellent musician." They say, "Dude! You're a kickass singer!"
