Bon Jovi were much bigger in the UK and Europe way before the USA caught on to them.
Many of us remember them touring every album (first as support to Kiss then a few small headliners for 7800') In the UK we first saw videos for the SWW songs on NO LIMITS (a Jonathan King show on the BBC). Bon Jovi played 4 nights at Hammersmith Odeon on the back of grass roots fans and those who had heard the new slippery stuff (As I recall the support acts were FM or Queensryche!)

I feel that it was a combination of factors but European fans are very loyal
(although I am always disappointed that Bon Jovi don't play more old stuff at gigs)
