I used to casually browse the lineups for the Jools Holland show, but have not even bothered looking for years now though, as like you say it's often some bizarre pan pipes of the andes duo.
I remember Bruce Dickinson saying years ago of the BBC's approach to showcasing new music that it has become focused on 'arts for arts sake', rather than good music.
I might be wrong, but i imagine that show is watched by a demographic that represents what used to be referred to as the upper middle class of society, ie. those with enough expendable income and a sense of some sort of superiority complex that makes them gullible enough to actually buy such tosh.
